Time value (%u) for '%s.%s' is illegal

Description

The named element is of TIME type, but the value (in the parenthesis) has incorrect format. It means one of following errors:

  • value is larger than 2400

  • the last two digits make an integer larger than 59.

Application cannot be configured and it will fail.
