Line input requires empty outbuf
Description
If a network I/O module (mod-netio) is set to reading textual lines or
MIME multi-line headers, an empty output data buffer is expected
before each line is read. If there are some data in the buffer, this
message is logged and the process is terminated.
Internal error.
