No SERVER resolved, ntp.conf not regenerated
Description
The configuration of NTP contains SERVERs defined only by their
domain names. However, no one of them was successfully resolved.
The NTP server configuration generation fails.
If this is a common situation, it is a good idea to define at least
one "last-resort" time server by IP address.
