Exclude-members are not allowed in simple list
Description
An attempt to add an exclude-member (!...) to a simple list was made.
Excluding is allowed only for extended lists (type *-SET, not *-LIST).
You must use either an extended list, or define the list by positive
rather than negative ranges.
