Cannot use ALTQ on LAGG not having FAILOVER protocol
Description
The driver for the LAGG interface does not support ALTQ since FreeBSD
10.1. Since then, ALTQ can only be used on LAGG interface in FAILOVER
protocol. In that case the queues are created for the interfaces
comprised by the LAGG interface.
