Subnet must have RANGEs if FAILOVER requested
Description
For the failover configuration, a pool must be used in the
dhcpd.conf and the pool must have at least one range. Thus, RANGE
cannot be omitted if FAILOVER is used.
Add a RANGE specification to all subnets.
