Cannot create module mod-pwf for communication with web filter, accepted

Description

It is possible to filter HTTP requests by an external web filter. If the proxy is unable to communicate with the web filter and SYSTEM.WEB-FILTER.FAIL-OK is set in configuration, the request processing continues as if the web filter accepted the request.
