Repeating header %s with different value not allowed
Description
HTTP defines which header line names may be repeated in several
headers of a message and which must not. The proxy relaxes the
requirements of RFC 2616 by allowing some non-repeatable headers to be
repeated, but only if all occurrences of the same header have the same
value.
