Cannot create socket BIO for context %s, fd %d
Description
The OpenSSL library uses its own I/O abstraction called BIO. It
encapsulates the underlying I/O mechanisms of the OS, e.g., network
sockets. If a BIO cannot be initialized for a new SSL/TLS connection,
the connection cannot be established.
