Proxy must listen on QUARANTINE.PORT if used
Description
The QUARANTINE configuration directive specifies communication
channel port that is not listed among the proxy LISTEN-ON sockets.
Check both the LISTEN-ON sockets list and the QUARANTINE definition.
Application cannot be configured and fails to start.
