GREY-LISTING must be configured if used in DELIVERY-ACL
Description
Some ACL requires GREY-LISTING operation execution,
but the smtp-proxy configuration does not contain global
GREY-LISTING section definition.
Remove ACL.GREY-LISTING action
or add SMTP-PROXY.GREY-LISTING definition.
Application cannot be configured and fails to start.
