Connection rate limit counter: age=%1, cnt=%2
Description
Every TCP based proxy makes a statistics of new connections
coming within the last second. This message is a report from the moment
when a proxy resets this counter. The %1 value is the age of the counter
(in seconds), the %2 value is the number of connections.
