Client %1 exceeded %2 limit of new connections per second (%3 > %4)
Description
A client tried to open a new connections, but the allowed number
of new connections (from all clients) was already reached.
All subsequent attempts to connect from any client within this
second will be denied.
The limit is set by the TCPSERVER.CONN-RATE item (or its
default value).
